MUD Taxes in Houston: Why Your New Construction Mortgage Payment Goes Up in Year 2

“Why did my mortgage payment go up?”

I hear this from new construction buyers in Houston all the time. Usually the answer comes down to two things: first-year property taxes and MUD taxes.

Why Your Payment Can Jump in Year Two

In Texas, property is valued as of January 1st. If your new home wasn’t finished on that date, your first year of property taxes is often based mostly on the land.

So your escrow is set low, and your monthly payment looks great.

Then the appraisal district values the finished home. Your taxes go up, your escrow comes up short, and your mortgage payment increases, sometimes by hundreds of dollars a month. You may also owe an escrow shortage.

Tip: Ask your lender to estimate taxes on the finished home value, not just the land, so you’re not surprised.

What Is a MUD in Houston?

A MUD (Municipal Utility District) is a special district that pays for water, sewer, drainage and sometimes roads in new communities. It’s common in the suburbs around Houston where new homes are being built.

MUDs pay for that infrastructure with bonds, and homeowners repay them through a MUD tax on their property tax bill.

What Is a PID?

A PID (Public Improvement District) is similar. It can fund improvements in a community and adds an assessment to your costs.

How Much Are MUD Taxes in Houston?

It varies by community. With county, school district, city and MUD or PID taxes combined, total tax rates in some Houston-area communities can reach around 3% or more. Two homes at the same price in different master-planned communities can have very different monthly payments.

Texas requires sellers of property in a MUD to give buyers a MUD notice before the contract is signed. Read it carefully.

Questions to Ask Before Choosing a Community

  • What is the total tax rate, including the MUD or PID?

  • Is my payment quote based on the finished home or just the land?

  • What are the HOA dues and any special assessments?

  • When should I file my homestead exemption?

Frequently Asked Questions

What is a MUD tax in Houston?
A tax that repays the cost of water, sewer and drainage built for a new community.

Why did my mortgage payment go up after my first year?
Usually because first-year taxes were based on the land, and the finished home is now being taxed, which creates an escrow shortage.

Do MUD taxes ever go down?
They can change over time as the district’s debt and the community’s development change. Check the current rate before you buy.
